In 2005, the R.M. of Aberdeen, No. 373, located 5km east of the City of Saskatoon, retained Crosby Hanna & Associates to help them develop a community plan that would facilitate a thoughtful and well-planned development that would ultimately increase the population and tax base of the R.M. A highlight of the R.M.’s plan was the creation of a “Country Residential Evaluation Workbook.” This workbook requires all prospective developers to evaluate their own proposals in terms of servicing and ongoing maintenance requirements, aesthetics, energy efficiency, drainage, wetland retention, and all other functional concerns related to development. The R.M. Council uses this information to decide which proposals move forward during new development intake periods. This workbook has been implemented in every rural municipality that Crosby Hanna & Associates has worked for since 2005. From 2006 to 2011, the population of the R.M of Aberdeen increased by 33 percent, with the addition of 90 new families (Statistics Canada).
