The District of Lakeland is located approximately 40km north of the City of Prince Albert, and is home to thousands of acres of pristine northern forest, and several of the most desirable recreation areas in the province. In 2004, Crosby Hanna & Associates was hired by the District (formerly R.M.) of Lakeland, No. 521, to prepare a new comprehensive community plan for the municipality as well as lakeshore carrying capacity studies for Emma Lake and Christopher Lake.  Following extensive public consultation sessions in Saskatoon, Prince Albert, and within the District, a plan and zoning bylaw were finalized. These included detailed requirements for ‘dark sky lighting’ around the lakes, area-specific development policies respecting new residential development, requirements for drainage plans and natural tree retention, and the conservation of environmentally sensitive shoreline areas.
