Buffalo Narrows is a developing community located 500km north of Saskatoon. The Northern Village retained Crosby Hanna & Associates to assemble a new community plan and zoning bylaw. The most recent amendment to local bylaws had been in 1987. Buffalo Narrows has shoreline land on two pristine northern lakes – Peter Pond Lake and Churchill Lake. One of the key objectives for the project was to provide plans and zoning for resort and tourism-oriented development. Other objectives for the project included managing development in the flood plain, protecting large areas of the municipality for public recreational use and ensuring that the full cost of development would be understood and paid for by developers.

A new 192-lot resort community that includes walking trails, public parks, and a lodge is currently being developed in the Northern Village.
